I copied the upgrade version of 4.8.3 over my existing site, and then browsed to it to do the upgrade.  I have autoupgrade set to false, to I had to browse manually to Install/install.aspx. 

Below is the "error" that was generated.  But, I then browsed to the site and it happily thinks it's a 4.8.3 site, and so it must be.  Why did I get the error?

Note that this second technique will cause all files within a given application to be compiled in debug mode. The first technique will cause only that particular file to be compiled in debug mode.

Important: Running applications in debug mode does incur a memory/performance overhead. You should make sure that an application has debugging disabled before deploying into production scenario.

It was trying to install the OpenID package and it failed. Perhaps it was corrupted. If you don't use OpenID then you wont miss it. If you need OpenID you can still install it. If you go to "Admin" then "Event Viewer" you should be able to see more error messages that may explain what went wrong.
