Does anyone know if I can turn on drag and drop on modules for regular users?  I know I can drag and drop modules in edit mode, but is there a setting to allow it for view mode?

No, but there are now two modules I've seen on Snowcovered (might be on DNN Marketplace as well) that do this on a per user basis, which is different from the core which of course does it for all. Per-user may in fact be what you're after.

You'll have to dig through the last say 3 months of releases if you can't find them via the module categories.
