we have content manager module installed for content approval and it's great. But every time we have users that edit pages - we have to create pages for them first and insert content approval module on the page.
Is there a way to create limited user/admin, that would have access to add a new page, BUT could insert only one module and that's it.
Or maybe there is other way of doing this.
Please advice.

Letting an admin add a new page, but only add one module to the page sounds complicated as you'd have to set all modules as Premium (hidden to site admins) on the host level.  The one module you allow them to add would have be be the only available module to your site admins.  They would still be able to add multiple instances of that same module.

I personally think you may want to check out a Wiki for this type of content addition.
