Do permissions for a non-secure folder, which appear to be saved/persisted by dnn, have any effect on restricting access to the folder's contents?

I notice I can set permissions for a non-secure (normal) folder to be "Registered Users" only, and I also see that those permissions are saved/persisted by dnn, yet they don't seem to affect anything. I can still paste a full URL to a file within that folder while logged out (anonymous), and the file is downloadable/accessible. So permissions on non-secure folders, while they are saved/persisted by dnn, don't seem to have any effect on restricting access to the folder's access.

Note: I know about secure folders but the question above is about non-secure folders and the meaning of the permissions dnn's file manager shows for those non-secure folders.

Folder Permissions are taken into account when using the URL Control to select a link (write permission) and in LinkClick.aspx, for resolving a link stored by fileID, TabID or UserID.

To prevent file access by using URL, you need to use secure folders.
