How do I remove the Plus Minus box for each module.  When the user is viewing the site he still can see the plus minus boxes on each module in a page.

You can deselect this plus/minus option, called Visibility, from Module Settings under page settings/basic settings.

Check out the Advanced Settings below this setting which enables you to Set As Default Settings and Apply To Modules. This will let you update other modules with this setting.

Alternatively, you could design a module container without the Visibility token.
