Is there any way to modify a module to have its settings pre-configured even before you drop it in?  I would like certain modules to use specific containers by default and this is how I thought about doing it, but there may be other ways too.  I just want to be able to drop in a module and not have to go into the settings to specify it's container every time. I believe templates to this...  but of course, templates are broke in DNN 4.9... anyone?

You can retain any given module settings as default settings by checking "Set As Default Settings?" in Module Settings > Page Settings > Advanced Settings.

Unfortunately, that is for DNN basic settings only like Allow Print, Container etc...  although that would specify a container for ALL modules, I want to specify a container for just certain types of modules.  Like a menu module...  I have created a container for a special menu. Every time I add this module, I have to go into its settings and change the container to use the menu container. This is because with the normal containers having the buttons at the bottom, I needed to remove and reorganize these so there is no action button container showing since it was styled with padding and etc...  I just want to be able to specify that anytime I add the menu module, it will use a specific container and of course all other settings I want to maintain for that module.

Hmm, as far as I can see, the container is part of those "basic settings" and always has been.
