Okay folks, shouild be a simple permissions issue but I simply can't locate it. 

I know how to move a module from one page to another, and can do so without any problems when logged in as Admin or Host.  (Module Settings>Page Settings>Advanced Settings>Move to Page:  Dropdown) 

However, when I'm logged in as a USER that has full rights, the "Advanced Settings" is grayed out.  Order of operations:

  1. Log in as User with create page rights.
  2. Create a new page (calling it Originating)
  3. Create another new page (calling is Destination)
  4. Create a Text/HTML module on Originating page (any module will do... problem is with all).
  5. On Text/HTML module click:  Module Settings>Page Settings>Advanced Settings
  6. Everything is grayed out.  "Set as default" "Apply to all modules" and "Move to page" are all disabled.

I understand why "Set as default" and "Apply to all modules" would be disabled, but I need my user to be able to move their own modules around on their own pages.  Seems to me if they have create rights to drop a module on a page, they should be able to move a module from one page they own to another they own.

What am I missing?
