Is there a way to configure the page tabs in the menu bar so that they're not clickable but rather serve as mouseover points that simply drop down a list of the subpages under that tab?

For instance, if I cursor over a page tab in the menu it shows the sub pages but if you click on that particular menu tab as opposed to one of the sub pages, it takes you to a page where I have no content. I would just rather the page tabs be nothing more than mouseovers that display drop down menus for the subpages.
