I would like to get the IE back button to work on my pages, but do not want to turn on local cacheing and I do not want to create an html button on each page to simulate the back functionality.  How do I do this without doing these two things?

In what way does the Back button in IE NOT work for you?

I've never had any issues with using the Back button on DNN sites.

It always give a page has expired message when you use the IE back button.
