I recently upgraded my DNN 4.8.1 install to DNN 4.9.1.  Since that time I have been unable to create new child or parent portals.

Network service has full control.  Permissions have been applied and reapplied multiple times with no change in ability to create new portals.

I am running on Windows Server 2003 / SQL 2005 / IIS 6 and have been for some time without any problems.

This is becoming a serious issue and I need to get this resolved.  Any help would be appreciated.

Howdy,

Could you elaborate on what happens when you try to create a new portal? Is it partially created - or do you see any error messages?

Portal does not get created, the ONLY error message that is seen is displayed on the portal creation screen:

Only error seen when trying to create a new portal

No folders are created in the directory structure, no new entries are appearing in the database.  No errors in the DNN event logs or the server's system logs are being generated.
