I have just completed a successful install. When I use IE-7 to go to http://localhost/dotnetnuke, I get this message.

The website declined to show this webpage
 HTTP 403 
   Most likely causes:
This website requires you to log in.

I have the books Professional DotNetNuke 4 and Professional DotNetNuke ASP.NET Portals but I seem to be lacking some basic concepts concerning how to use DotNetNuke.

Can someone help a struggling user?

I am no expert but when the install is complete and all working you should be given a template page when you go to the address. From there you can log in as either admin or host and start adding pages, links menus and more.

I would suggest checking your authentication options and permissions settings in IIS.  You shouldn't typically get a 403 when trying to hit the site, so you probably have a setting requiring authentication, but you'll want to allow anonymous access.
