Hi,

I have a banner ad in the top part of the page theme. 

When I'm in the Admin mode, the panel name gets displayed, kicking the banner down into the menu. ContentPanelHead

How do I get around this in the edit mode, so the banner doesn't over flap the menu?

Kathy-
That is an issue with the skin and/or banner itself.  Content pane titles are a long-standing standard in DNN skinning and the skin should be coded in such a way as to allow for expansion to accomodate content plus panel titles while in EDIT mode.  If your banner space is always used for a banner (with the DNN banner skin object) then there is no need for the banner to appear inside of a content pane -- the banner skin object should simply be part of the skin outside of any content panes.

In the case of dynamic banners, however, it may be that your skin is properly written but the banner is rendering itself in such a way that the banner's content is outside of its assigned (by the skin) HTML container.
 
That's about as much as I can say from the limited info you posted (you didn't mention what skin you're using, what version of DNN, etc).
