Ok, download source.  open in vs 2008.  compile/rebuild.  publish to a different IIS virtual directory.  browse to that different iis virtual directory.

login as host, browse to admin, site settings.  modify as article above shows, I unchecked "Inline Editor Enabled?" and set "Control Panel Security" to "Page Editors" click on save icon.  error is shown below.

I just want the "Control Panel" to not show up at all except for host/admin logins.  how do you do that when you get errors?

First, I would strongly recommend that you upgrade to 5.0.1 (or downgrade to 4.9.2, since 5.x is currently only recommended for "internal usage and development environments").

If that doesn't fix the problem, then it appears that one of the settings on the page is trying to be converted to an integer and can't be.  Look for a textbox that looks like it should have an integer but doesn't (either has text or a decimal number).  Or, better yet, debug that page and find out what exact line of code it is having a problem on.  To start with, you can recompile in Debug mode and then your error message will have line numbers for you to investigate.
