I am using the Ventrian Articles module to manage news and article. Right now only users with admin rights seem to be able to use the file upload to upload new files to the DNN installation. But this is neccessary to enable our news editors to add images to their articles. So where can I assign certain user roles to be able to use the file upload?

The file upload functionality, commonly known as the UrlControl, ues the permissions that are set on each directly within the "Admin" -> "File Manager" portion of the site.  You will need to grant write permissions to the desired folders for "Registered Users", or any other group of users that you would like to be able to upload.
