I need to be able to setup permissions for users automatically.  I have a scenario where we will have tenants and owners using our site.  Tenants are not allowed to see every piece of info the owners can see. Setting up the permissions and roles are straightforward enough. I will have all registered users be tenants and create a new "Unit Owner" role for the owners.

In the initial setup we will manually go in and set each users role (likely with a SQL query), but I am trying to develop a new user approval chain, etc that does not require each person be manually added to the new Owner role.

Please share your thoughts on this.

Is the intent here to not have to have admin rights to the site in order for a user to assign another user to the Owner role? It sounds like a user will still have to assign the user to the Owner role. Approving a user so they are added to the role doesn't appear to be much different than an admin adding them to the role.
