I have an employee site that users are allowed to register for.  The registered users go into the Registered User group and they can see the Home Page.  I then have several other pages that I don't want everyone to see so I made those pages only available to Subscribers.  Now I have a need to make another group like Subscribers but I don't see how to make one.  I have made new roles but they fall under the Registered User or Subscribers.  This new group will not be able to see one page but they have to be approved like the Subscribers.  Any help is much appreciated.

I'm not clear on what you mean when you say the new roles you create "fall under Registered Users or Subscribers".  Roles are defined as part of a "role group" but no security role can be defined as a subset / child of another security role -- all security roles are "peers". 
 
Could you provide a bit more detail about the issue?

When it comes to Roles - the thing to remember is that there are 2 all encompassing roles.  Registered Users and Un-Authenticated.  Everyone belongs to one of those.  If you are not registered and/or not logged in - you are Un-Authenticated.  If you log in you are a Registered User.

So - now if you want pages you want visible by only certain people - NOW you need to create a Role (Admin - Security Roles) - for those people.  And hash out your roles that way.

Just remember - If a user can Log into your site - the are a "Registerd User" and belong to that role. 

Quick example -- I have 3 pages -- Pdf Library -- Movies -- Image Gallery -- and I want different roles to view those --

I will create a role called Library Role --- and add all the users to it that I want to view my PDF Library page.
I will create a role called Movie Role -- for all regustered users that can view Movies
Same goes with  my Image gallery  ---

Also note - if you have a role called "Group A" -- and you set view permissions on a page for "Registered users" and "Group A" --- all users of your site can view the page.

I hope this helps clear it up.

Pls, help me.
I guess I'm not well set up Security Roles.

I've added a page 'Tender'. That page can see ONLY users in the group 'the audience'. Group have one user, 'user abc'.

On home page I put all users, including user in the group 'the audience' to see the page,
in other page I put Registered Users and Unauthenticated Users,
on 'Tender' page: Registered Users, Unauthenticated and group 'the audience'.

BUT, when we add user to User Accounts, user becomes registered, than I have user in two groups (in Registered Users and the audience).
Problem: I have ordinary registered users, that users must see all pages.
User abc muse see only one pages + home pages.

It is very easy to understand the role handling setting.

I the user must be added to the roles they should have access.  So if you have pages with role acces only to a special role the users must be part of this role.  This can be set on the role mangement, or for each user into the user management.

The pages or modules for restrited view must have only view access to those roles that should see this page or module.
The existing role for unregistered users want be viewed to all users.
The existing role subscribers want be viewed to users that registered, but don't verfied the registration.
The existing role for registered users want only be viewed to users that registered successfull.
A new created role i.e newrole want be viewed only to users that are added to this role.

You have to setup in page settings of the Admin section the roles to who the page should be adressed.
