There is a glitch with at least some of the Admin modules and permissions for existing sites when upgrading to DNN 5.1.

The two that I have encountered are Security Roles and User Accounts.

The displayed permissions of the module(s) indicate that Administrator has View/Edit permissions for those modules.  However, the underlying data does NOT show any permissions for Administrators.  The Administrators can still adjust the module settings and can use this to fix the problem.

So, to fix permissions for Security Roles, the Administrator needs to get to the Settings for that module and click Update.  This will then populate the ModulePermissions table correctly.
