Only admins can see any modules in the Module drop-down-list even when a regular user has Edit Page permissions on the page. (DNN 5.0.1) FYI - I've been tinkering with the AD provider - not sure if that impacted something, though I have since uninstalled it, since I couldn't get it to work.

OK, so I haven't worked with DNN in a while, and I discovered a new feature that allows you to configure role-based security (under Admin | Extensions) for the "deployment" of modules i.e. which modules different roles can see in the Module drop-down-list. So, I didn't have anything configured yet, which explained the issue. So, this is for all the newbies, or oldies who haven't been here in a while.

Glad I'm not the only one who experienced this problem Michael. The solution of allowing deployment through the Extensions interface is outstanding...this was a much-needed and much-appreciated enhancement to DNN (thanks team).

Michael's solution worked for me, but with one extra step.

For whatever reason, I needed to recycle my DNN5 app pool in IIS (or perform an IIS reset) to make the changes take effect. A bit strange, but it worked.
