I am a noob to DNN and would like to either 1. add another portal to my 4.9.4 install or 2. be able to control how the company's partners see content. We currently have 2 portals, public and private, and I am unclear about the best way to control access to partner documents. We have a platinum and silver level, but they both see the same thing. We are adding another level and I would like to do so wisely since I inherited the existing set up.

It all depends on how much different content you have. 

You can use roles to show items to individuals if they have the respective roles.  This works great if you have a lot of content that is the same.  If a majority of the content is different, then a separate portal might make more sense.
