I have started a thread here:

This all started when I noticed that some of the resource strings for labels were not being loaded in my Site Settings and new portal creation pages.  I finally reduced the error down to the fact that DNN is trying to load the resource files from an incorrect path.  But I don't know where or how this is happening.  It's a fresh install.  In the link to the thread I started above, I show where DNN SHOULD be trying to get the resource file, and where it is incorrectly looking.  I was able to prove this using ProcessMonitor.

Please can anyone help?
