I've done my best to check it out myself, but:

Is there built in functionality in the core User Registration Module for users to check "Agree to Terms of Use" before they can sign up as a member?

So the basic registration fields would be as follows:

  1. Username
  2. First Name
  3. Last Name
  4. Display Name
  5. Email Address
  6. Password
  7. Confirm Password
  8. Agree to Terms of Use (where Terms of Use would link to the built in DNN Terms page)
  9. Register

I know that DataSprings has a module that does this, but I was wondering if it was available in core..? Any help would be appreciated.

I googled "dotnetnuke terms and conditions" and the very first link I came up with was:

I've used this on a few of my sites - pretty good article.

Regarding inserting a hyperlink into the text for the "agree to terms of use" field:
HTML for a hyperlink must be inserted into the appropriate tag content area of the appropriate language resource file.  The name of the target tag will depend upon what you name your "agree to terms" custom profile field.  The link above shows an example of editing a Profile resource file.
 
Play with that and post back any related questions to this thread.
