Is there a way to allow certain users groups to add new security roles?

no, this is not built in, - but there might be 2rd part modules for this purpose, check out snowcovered.com

Unless the latest version of DNN allows it, there is no way out of the box, however there are several 3rd partly modules that allow this.  Some are free and some are commercial.  I would suggest looking in the DNN Forge and then SnowCovered.com

So, if I am reading this right, only the Site Administrators can add security roles? Is this correct?

Out of the box, Yes, only the admin can access the role admin page/module.
