First i get this

I read that it was something about language settings - i set the language to english ( United states) and then i get this error

Its a fresh install. I have installed it several times, but have to start all over again. Version is DotNetNuke_Community_05.01.02_Source. Configuration? its on localhost with SQL Server 2005

you neither need DNN source package nor starterkit to open web site and create modules in DNN. 

For developing modules, I prefer to use DNN source, it allows to browse source of DNN library and inspect the code behind the API - unfortunately not all code is properly documented atm. you may download starterkit as well to install module templates - or use advanced templates from codeendeavour.codeplex.com and other sources.
