I have created a new user and dont want them to have access to the admin tools but want them to be able to add pages. This is all set up and seems to work fine but the new user can only add subpages, is there any way i can give them the ability to add top level pages without giving them access to the admin tools.

you might try to add an additional parent page, but this might require change of the menu settings in skin as well.
