HI

How to add new child portal with existing user?

Because I have one User but this user is admin in 2 portal and I don't want to add to User  for this person in each  portal
And I want to keep the same Users for both portals?

You can't.  Portals are separate, whether child or parent, and have separate users.  Unfortunately, the same database, so you can't use the same user ID.  There are third party modules that allow users across portals to address this problem.
