When I'm logged out of the site, the view / edit buttons still show on the top left of the page.  All modules on the page are set to inherit display attributes.  Any idea where I would go to correct this?

This display issue comes from either a module, or the page itself with "Edit" permissions given to all users.  You will need to verify the settings for all modules on the page.

Well that's interesting.  I had put a Documents module on this page.  Decided that it was not what I needed and deleted it.  However, the page still had the view/edit buttons.

Delete the documents module from the recycle bin and the problem went away.  Thanks Mitch.
