We have about 16 portals running on our DNN installation.

I'm having problems with Portal Admins DELETING pages in the Admin menu and deleting the default modules added to those pages.

Is there a way to lock down pages in the Admin menu so that portal Administrators CAN'T delete specific pages or modules on those pages?

Those pages are considered part of the portal, and anyone with administrator permissions by default will have permissions to those pages.

Therefore, tricking the pages, into a host mode wouldn't work, as then they couldn't view them.  At this time, I am not aware of a way.

Okay, I just figured out the solution for this.

If you DENY Edit Permissions for All Users, it takes care of the problem.  Admins can still maintain the content in those modules but won't be able to delete the page, delete the module, or adjust settings on it.
