Is there "site off-line" feature in DNN for maintennace to keep using from logging in?

This depends on what you are wanting to do.  If you want to be editing content and not let users in, no there is not a functionality for this built in.  But if you want to take the entire site down while updating files etc, you can place a file called app_offline.htm in the root of your application and IIS will serve that page rather than the regular content.

Otherwise, you would have to employ some IIS level changes to temporarily redirect users not form a specific location etc to a different site should you need to edit/manage the DNN site while users were unable to get there.
