Due to missing properties for the textEditor control, any settings will need to be provided as a configuration UI by the provider (like FCKEditor does) or are done in web.config or file based, and affect all portals in an installation.

DNN RadEditor provider is the only one that I can't seem to find any documentation on.
I am trying to setup role based Toolbars like I have done using Telerik's RadEditor provider.

The only documentation I've found for the DNN RadEditor Provider is the ConfigDocumented config file in the Providers folder of 5.4.1.  I don't think the DNN provider is capable of doing custom toolbars.  Nor is it capable of doing user based folders in the managers (EnableUploadUserFolders="true") like the Telerik provider can. I could be wrong - maybe it can do all those things and just nobody knows about it??

Thanks Greg, that is the only documentation I was able to find as well.
I'm sure there is some sort of improvement over Telerik's provider. Dotnetnuke Corp would not have felt the need to code their own provider for the professional version (which is now back ported to community edition) , if they where satisfied with Telerik's DNN provider.

However, it is ironic that Telerik's seems to have more features. I doubt this is the community provider, and the professional provider has the missing features.

Toolbars are controlled by the loaded toolbar file. To implement tools by role, you would need to modify the provider itself to load the appropriate xml file based on the role, You also would need a way to determine role priority (consider the fact that an admin is both an Administrator and a Registered Users role member so they you need to order which one takes priority, in this case Administrator).
