No, I found nothing in the DB - and I spent a long time looking.  I found this post searching for symptoms and honestly missed the title (still crosseyed from looking through DB records).

Are you running the same skin on this portal as the ones that are working correctly?  Since the symptoms you're seeing exactly match what I was seeing  (including not rendering the module install buttons) in View mode, I wonder if there could be an issue with your skin not setting mode correctly.

Sorry my fix wasn't yours - good luck!

Thanks for the input.  I am actually at the point of troubleshooting for my particular issue to recreate the portal and delete the old one.  My specific problem appears to be one or more corrupted roles.  Though, I cannot see where/how yet.  Thanks.

Will, I assume you are suffering from a known problem which should affect not only folder permissions but also page and module permissions, where it looks like "all users" appear to be locked, while admin permissions can be granted and revoked. in this case, the admin role has not properly applied in your portal's settings, open portals table in the database and check it.

Unfortunately, the Admin role looks fine. It is assigned to the portal in question, and when I check the ID against the roles table, it is indeed pointing to a role that's labeled "Administrators", and that record's properties match the other existing administrator records.  This site has a total of 3 portals, and only one is having the problem.  

Unfortunately, these are user group sites, so it's been difficult dedicating time to them.

Will, you might also need to check the roleid of Registered users for that portal - otherwise I am running out of ideas.
