Is there a way to make the Notify checkbox within the Add New User and the Send Notification checkbox within the Add User to Security Role screens unchecked by default?

There is not a setting for this, you would need to make a "core" change to do this by modifying this line in /desktopmodules/admin/security/user.ascx

The danger is making such a change is that when you go to Upgrade DNN in the future you will overwrite the change with the upgrade package, and will need to be sure to make it again.
