hi , I have a problem in which every user who tries to register gets a message: user registration is not available (altough the user is registered and gets notification though e mail).
Followin another thead on this subject I've tried to see wheather there is a problem with SMTP server - but i did not find any problem with it.
PLEASE HELP!!!

I was having the same problem.  Running DNN 5.4.4.  Changed all Admin Host and SMTP email addresses to the same one.  No effect.  Pulled most of my hair out - worked through the night!  Found a solution this morning.

SOLUTION FOR US

We are using Australian Language pack.  The entry in the "Resource Name: EMAIL_USER_REGISTRATION_PUBLIC_SUBJECT.Text" contained some extra characters - paragraph returns in this case.  Removing these extra characters solved the problem.  The error message actually was pointing out that this was the problem all the time: "The specified string is not in the form required for a subject."  The setting is found at ADMIN/LANGUAGES and then choose your active language and edit at the Portal/Host/System level.  We edited at the portal level and will update the others later.

Hope this helps other with this vexing issue - Peter Smith

5.4 used a different approach to detect HTML bodies - please either remove any html tags or provide a complete html document

I spoke too early. 

We are now having trouble with just about all my system emails - password updates, role assignments etc.  The Register function is fine however!!

I have just checkes my language packs and used the Verify Resource Files to check them.  Very disturbing results:

Locale:  en-US (English (United States))

Files With Duplicate Entries: 3
Files With Missing Entries: 3
Files With Obsolete Entries: 3

Locale:  en-AU (English (Australia))

Missing Resource files: 386
Files With Missing Entries: 59
Files With Obsolete Entries: 27
Files Older Than System Default: 77

Similar results for the GB Resource files as I have with the Australian ones.

I have switched to the US Language files as they are showing less errors but still having these email errors.  Any thoughts . . . we're starting to get concerned!

Check if the admin emal address is on same domain as you have set on the host SMTP settings.  Else the SMTP server must allow relaying other email addresses.
