Upon upgrading from 4.6.0 -> 4.6.2 -> 4.9.5 -> 5.4.4 I have found two scheduled tasks set to a frequency of 1 minute.

Messaging Dispatch
Purge Module Cache

This seems a little heavy handed and I'm concerned about the impact on performance.

This article indicates that the purge module cache should be set to two hours but I do want changes to webpage to appear immediately.  http://www.mitchelsellers.com/blogs/a...

I can't find any information on the frequency for Messaging Dispatch.

Thank you for any pointers on setting the frequency for these tasks!

the messaging dispatch is for the new messaging service which sends some messages out (as emails) and redirects others to the users profile. It's typically left as a low amount to allow for time sensitive mails (e.g. account registration/password reminder etc.) to go. As to the module cache , it's up to you how long you leave it - the module itself will invalidate the cache if an update occurs, so the information is kept fresh.
