How can I export the user database from one host's sql file and import it in another host's sql file?

I used DataSprings InteractiveUserImport several times in order to transfer users from a website or import accounts from a xls file.

I was thinking of something along the lines of free, not $140. I found this:

But I'm not really sure where to go, or what to do, once I run it.

A cheaper solution, which worked for me in the past, was from PHD on snowcovered (around 20 USD) - not perfect, but cheaper than developing myself. besides, a free export solution is mentioned here: http://www.dotnetnukeblog.de/DotNetNuke+Export+Users+With+Passwords.aspx
