hi,
  i added the splash page to a dnn site, to show a disclaimer and fill a form before to enter the site, but i need to show this page only the first time the user arrive to the site, and after go to the home page.
  obviously, before the login is impossible to recognize the user, so i'm looking for a way to set a cookie and show the splash only the first time, and to set the cookie after the form in the splash page is completed. is this possibile?
  can i disable or hide the menu in a page for unauthenticated users?

To set the cookie you would likely need to do this in a custom module. As for hiding the menu for people not authenticated, you can do that using the Permissions on the pages, only make pages available to Registered Users
