My company customarily makes user role changes for one of our sites while forgetting to uncheck the "Send Notification?" box. We'd like to stop that from happening and have it unchecked by default. How can this be accomplished?

As you've probably gathered, this is not a configurable item.  So the only way to approach it is as suggested, it is a very simple edit in the page code.  The only downside to this change will be that  you need to remember to change it again if / when you upgrade as these kinds of code changes are not preserved.  But otherwise it will accomplish what you're looking for.
