We've installed 5.6 CE and have created a security role 'TEAM1' for example.  We've then created a page 'Team 1 Page' and gave the TEAM1 role edit rights to that page in page settings.  When logged in as a user in that role, the Modules drop down is disabled; you are not able to select a module to add.  However, you are able to click the 'add module' button which will add the Text/HTML module to the page.

Is there a setting someplace to enable the modules drop down?
Is this a bug?
Is this an intentional change?  We have earlier version of 5.X and 4.X installed which users in a role which is granted edit rights to a page CAN select and add modules to the page.
How do I 'fix' this issue?

Before a role can add modules to a page they have to be given DEPLOY permissions to specific modules, those permissions are managed via the Admin/Extensions page.

The fact that you can add an HTML module without having that as an option in the dropdown list to me is a bug.

I'd assume, there are 2 oversights: users may add default module instances without publish permission and use page templates without modules filtered. If those are fixed, IMHO creating pages should be prevented for them as well, otherwise they may end up just with a number of blank pages.
