My site seems to work fine, except that when new users try to register using an email from outside my domain, they get the error "Error: User Registration is currently unavailable". Their account is still created, and everything else seems to work. I get an admin email telling me about their registration.

If they use an email address from my domain then there is no problem and the registration works fine.

I have read the threads concerning this issue, and have set the Host user email to be the same as the site email, but this does not solve the problem.

In Host --> Host Settings have you set up the SMTP Server Settings to use basic authentication with a user account (usually email address) and password as required by you SMTP server? Some shared hosting providers do not allow sending mail to addresses outside the site's domain unless first authenticated. Some even when first authenticated do not permit the send from email to be in a domain other than the one authenticated. That is a particular problem in a multi-portal setting as most email notifications, including those used for user registration are sent using not the host user's but rather the portal administrator's account email as the send from address.

For example:

In host settings: SMTP Server Settings has server and SMTP basic authentication login account in the domain xyz.com.
Portal administrator account has email address of admin@abc.com.

Unless hosting provider allows email relay, email will be blocked to recipients with email addresses outside of domain xyz.com when sent from admin@abc.com but will be allowed when sent from admin@xyz.com.
