Is there any sections in web.config that changes could cripple DNN's ability to detect/update users online status? If so what sections are they? I have tried everything and for some reason DNN keeps saying there are 0 anon and logged in users online when there are such. My only options left to finding the issue are the web.config or perhaps a database issue?

You do not need to change web.config for UsersOnline. You have to enable it in the Host Settings and in the Scheduler. Here is an article with step-by-step instruction and screenshots.
