I have a DNN site that is made up of 17 portals. They treat portal 0 as the main site and the remaining portals as departments.  The department personal are given admin access to their portals and this insulates the rest of the site from the DNN page level security holes that can allow unintended site-wide changes. But they want it to look and act like a single website with a consistent  global menu [from portal 0] on all portals. Each portal will of course have their specific menu as well.  Is there a menu system that will do this? Any ideas how to make this work?

You can sure develop a module that shows a menu with the pages from all the portals.

Without development, you can have a try with "Inventua Shadow", witch can show a module of other portals in portal 0 for exemple.
So if you put a menu module on eatch subportal and shodow it on portal 0, you have it, maybe !
(depending on the look you want)
