I am seeing the same issue with the same version. This works fine when accessing the site from my LAN over the default port 25 but I am using a redirected port 4998 for this site beyond my firewall. I added to the Web.Config file under appsettings and this did not seem to change the behavior. When logging in, my site loads in the login pop-up window. If I close it and try to log in again, it just flashes me quickly back to a login prompt. I have to wait for a while to reproduce this. Either way, I cannot successfully log in with a normal browser window while outside of my firewall on port 4998.
