How do I move an instance of a control from one page to another page without creating an instance of it in all the pages?

If the module supports import/export feature of DNN the export as a module template and then import to a new added module on the new page would be the simply way.

if you simply want to move a module from one page to another within the same DNN site, go to module settings and in advanced settings, there is an option to select the page to display on.
