For those having this problem everytime you do an upgrade, it appears that several items did not get put into web.config that caused this for me.

Not only is FileManger error gone, but site appears to be running faster.

Sorry about bad post, less-than/greater-than brackets messed it up.

Since I cannot get less-than/greater-than brackets working in this post, I have put my solution in .txt file and attached it.
Again, for those having this problem when you do an upgrade, it appears that several items did not get put into web.config that caused this for me.
it was the folder options in configSections and dotnetnuke sections.
See attachd file.
