it looks like a threading issue i.e. the hashtable is accessed in a non-thread safe fashion. As such it's a difficult one to reproduce (as it depends on the server, CPU, RAM, capacity and how busy it is) - please log it to support.dotnetnuke.com so we can check and make sure we're using a thread-safe pattern of data access.

I will (or at least i will try to).

What i also noticed is that the error happens JUST AFTER a application Restart event.

same here, using DNN 7.0.2 ... only after app restart event like Costas said...
