I have installed the necessary certificates, created the site bindings in IIS, enabled SSL in DotNetNuke Admin ->site settings and "Secured?" the pages I want to be secure.  But when attempting to go to the secured pages now, the browser (IE, Firefox..etc.) will return a "The Connection has Timed Out" error.  This only occurs when attempting to access those specific pages.  This also occurs if I attempt to access the page through the Admin site (Admin -> Pages -> browse page).  

These pages do work when not secured.

The following are the specific details:

DNN Version 4.06  (customization prevent us from upgrading)

Certificates:

So I have purchased and installed:

- SSL issuer's immediate CA certificate on the server

        - The Issued SSL Certificate itself has been installed in IIS 7

Bindings:

I have created the Bindings for 80 and 443 (selecting the certificate)

NOTE:  I have even attempted to use Firefox Console - persist to see if there is an infinite loop but reports "No Activity".

I had this same problem - turned out that my firewall was not set up to allow port 443  - I enabled the port on my firewall and that resolved the problem - so I suggest you check your firewall allows port 443 including software firewalls such as Windows Firewall.
