I have copied a DNN install and want to remove hundreds of users from the new copy to start over. How can I easily delete all the users of a portal? is there a SQL script? or Stored Procedure or module?

I would recommend against running sql scripts as you may miss related settings and end up with a "broken" database- instead I recommend you write a short piece of code using the UserController to delete the users. Alternatively you can export the current portal as a portal template and use that to set up a new portal - users/permissions do not come over as part of a portal template, only structure/content - http://www.dotnetnuke.com/Resources/Wiki/Page/Portal-templates.aspx
