Yes you can do that. Create your role "SubAdmin" and then on the pages you want those users to access, give them view and edit rights on the permissions tab under page setting for the admin pages your want to grant them rights on. On the admin page you should also give them "view" permissions so they can see the admin link. You will also need to grant your SubAdmin role view and edit rights for normal pages.

Alternatively to creating a role you can also do the same for individual users by adding their username on the permissions tabs and authorizing them to view and edit the pages you want to authorize them for.
