1. Is it possible to add  more common actions in Tools --> Common Actions like add page, delete page etc

2. Also from admin menu can we add site setting into this section.

Please let meknow.

I'm not sure how you add them there....

BUT, you can try using the Iconbar Control Panel style (Host, Host Settings, Other) and see if that's closer to what you're looking for.

its not possible to do this via any settings/configuration - you can of course create your own control panel (e.g copy the existing one, rename it and add your own functions)
