I would like to set up some user accounts to test with (only a couple dozen), and THEN announce (in a meeting later) that yes, the site is up and tested and here's how to go log in.

 In an ideal world, I could then release their notification emails to them.  But that's probably too pie-in-the-sky.

 How can I turn off email notifications temporarily?  I need real user data to test with.  But I don't want my users getting an email and then hammering my site while its pants are still down.
