I want to assign 3 users and give them permission to create new users. But I do not want to give them other Admin or Host features or visible them.

Is it possible to create a user roles or limit the user access only to create new user accounts?

Please can you advise?

From what I've seen in regards to user roles, I don't think you can do that. The user would need higher level permissions.

Someone correct me if I'm wrong.

If I give administrator access, then they can change content and they will see all admin features. So I want to allow them to create new users only. Please anybody can advise me?

you might try dnnWerk User management module from codeplex, AFAIK it uses custom permissions (though I haven't tried your scenario myself yet).
